The Community Library is supported by the Villages of Paddock Lake, Silver Lake, and Twin Lakes, and the Towns of Randall and Salem. It is governed by a Board of Trustees consisting of two members appointed by each municipality and an eleventh member appointed by an area school district. The current trustees are:

Kenosha County Library System (KCLS)
The Kenosha County Library System (KCLS) is an agency of Kenosha County established according to Chapter 43 of the Wisconsin Statutes to provide for the extension and improvement of library services throughout the County. It is governed by a seven-member board appointed by the County Executive. KCLS carries out its objectives through service contracts with the Kenosha Public Library and the Community Library, the two public libraries in the County.

  The Community Library began in 1977 with 3,000 books and a dedicated band of volunteers. Housed in one room at Salem Grade School, the library was open 28 hours a week. In 1980, a joint agreement was signed by Salem and Paddock Lake establishing the Community Library as a municipal library funded by local taxes. The Library then joined with Kenosha Public Library to form the Kenosha County Federated Library System; residents of Kenosha County now pay either a municipal or a county tax for library services. The Library moved to Silver Lake in 1981, and Silver Lake became a member of the library district in 1987. Twin Lakes and Randall joined the district in 1993 with the opening of a facility in Twin Lakes. In 1993 Paddock Lake, Silver Lake, and Salem agreed to build a much needed new facility. Construction began in June of 1994 and the new building opened in May of 1995. To date, the Library has issued more than 25,000 cards and has a collection of more than 60,000 items. There are 8 full-time and 21 part-time employees, but volunteers continue to play a vital role in the day-to-day operations. The Library also has the cooperation and loyal support of the Friends of the Community Library.

  Getting a Library Card
Any resident of Kenosha County may apply for a library card. Children 14 years old or younger need permission from a parent or guardian to receive a card. Library card holders from Walworth and Racine Counties are also eligible for Community Library cards. A form of identification with a current address is needed to obtain library cards.

Borrowing Periods
28 days for books, audio books, and compact discs
14 days for books and audio books in popular demand
7 days for magazines, DVDs, and videos

Items may be renewed twice in person or by phone during library hours if no other patron is waiting for them.

Overdue Fines
10¢ per library business day for books, magazines,
audio books, compact discs, DVDs, and videos
$1 per day for Interlibrary loan materials and the typewriter

Book drops for the return of library materials (except videos, compact discs, audio books, and DVDs) are located at all Community Library locations and the Paddock Lake Village Hall.

There is daily delivery between all public libraries in Kenosha County.

Using Library Services
Internet use is available at the Community Library. Time can be reserved in 55-minute slots. Reservations can be made in the library or over the phone. Internet stations are available on a first come first serve basis. Present identification is needed when using the Internet. The Community Library also offers a 10 minute express station where no sign up is necessary.
